Allen received his Master of Arts in Philosophy degree in 2001 (with a thesis on epistemics and bioethics). His research project concerns the ethics of health resource allocation and distributive justice in extreme scarcity. The title of Allen's PhD thesis is "Threshold considerations: the ethics of healthcare rationing in extreme scarcity".
